第七届世界军人运动会病媒生物防治的经验和教训

【摘要】 大规模集会可能增加媒介疾病传播风险。国外报道大规模集会病媒生物防治经验教训的文献很少。中国通常在大规模集会开展病媒生物防治保障工作投入较多资金及人力用于提升病媒防治水平,以达到控制媒介骚扰和疾病的目标;相关成功经验报道较多,但失误和教训甚少提及。第七届世界军人运动会于2019年10月在武汉举行。军动会有51个竞赛场馆及205个重点保障场所,分布于全市15个城区。蚊媒及其传播疾病防控是最重要的目标之一,武汉成功达到目标,但也有失误和教训。本文总结武汉军运会有害生物防治保障工作中的成功经验,并着重反思其中不足。为提高大规模集会病媒生物防治的效率,建议:(1)用相关法规推动城市病媒生物防治;(2)开展应用研究,解决保障工作中遇到的技术及管理问题;(3)倡导求真务实的工作作风,现场防治工作务求有的放矢;(4)重视监测质量,制定并严格执行质量控制方案。

【Abstract】 Mass gatherings(MGs) may increase the risks of vector-borne diseases.Literatures on experiences and lessons of vector management(VM) at MGs outside China were relatively rare.The Chinese governments were generally willing to invest sufficient funds and manpower in VM in MGs, and the goals of preventing vector-borne diseases and significantly improving their VM were usually achieved.The successful experiences were reported by Chinese scholars, while the defects and lessons were barely mentioned.In October 2019,the 7th Military World Games were held in Wuhan in Central China.A total of 205 main guarantee sites, including 51 competition venues, distributed in all 15 administrative districts of Wuhan.Mosquito management and mosquito-borne disease control were mostly important for VM.The VM in the games had successfully achieved the goal, but with defects.In this review, we focused on a more comprehensive successful experiences and defects of the VM.To improve VM efficiency in MGs, we recommend:(1)using relevant regulations to promote urban VM;(2)implementing practical researches to solve technical and management problems encountered;(3)advocating a truth-seeking and pragmatic work style, and being sure to aim at the vector targets in field management;(4)emphasizing quality control of vector monitoring, making and strictly implementing vector monitoring quality control plans.
