绿色生态视角下区域智慧供应链发展组态路径研究——以淮河生态经济带为例
Research on Development Configuration Path of Regional Smart Supply Chain from Perspective of Green Ecology: Taking Huai River Ecological Economic Belt as Example
【摘要】 供应链的智慧化和绿色化发展影响着区域经济社会发展,淮河生态经济带智慧供应链的发展现状及其前置因素的作用组态是值得探讨的问题。基于绿色生态视角,从创新性、协调性、可持续性和智慧化等四个方面构建智慧供应链发展综合评价指标体系,在熵值法测算淮河生态经济带25市智慧供应链发展水平的基础上,运用模糊集定性比较分析法(fsQCA)探讨外贸开放度、产业结构、创新驱动、政府支持、区位优势五个因素对淮河生态经济带智慧供应链发展水平影响的组态路径。区域智慧供应链发展水平评价结果表明,淮河生态经济带内智慧供应链发展水平呈现出明显的空间差异性,省域上:江苏省>山东省>安徽省>河南省。淮河生态经济带区域智慧供应链发展水平在总体上和区域协调上都存在很大提升空间。江苏省淮河生态经济带城市尤其是扬州市可以作为示范,值得其他城市借鉴。创新性指标是河南省相关城市的短板,需要加强。实证分析结果表明淮河生态经济带智慧供应链发展水平是受到多因素组态影响的,城市智慧供应链高水平发展的路径有两条,路径1是政府支持下高开放度,路径2是在区位优势的情况下进行高创新驱动。鉴于不同的路径,各市应根据自身特点,选择合适的路径和针对性措施,提升智慧供应链发展水平,推动淮河生态经济带更高质量发展。具体而言,技术层面上应完善技术创新服务体系,进一步推进供应链技术创新和应用;组织层面上应双向贸易提质增效,促进产业优化升级;环境层面上应明确政府定位,因地制宜充分利用优势。
【Abstract】 The smart and green transformation of supply chain would affect the economic and social development of a region, in the light of which, the current status of the smart supply chain in the Huaihe Ecological Economic Belt and the influence configuration of its antecedent factors are worthy questions to explore.In this paper, from a green ecological perspective, we constructed a comprehensive evaluation index system for the smart supply chain on four aspects: innovation, coordination, sustainability, and intelligence. After measuring the smart supply chain development level in 25 cities of the Huai River Ecological Economic Belt using the entropy method, we employed the fuzzy set qualitative comparative analysis(fsQCA) to explore the configuration paths of five factors, namely foreign trade openness, industrial structure, innovation drive,government support, and location advantages, on the development level of the smart supply chain in the Huai River Ecological Economic Belt. The results obtained indicate that there is significant spatial disparity in the development level of the smart supply chain across the provinces in the Huai River Ecological Economic Belt, as in the order of Jiangsu> Shandong> Anhui> Henan; there is considerable room for improvement both in terms of overall coordination and regional coordination of the smart supply chain development level in the Huai River Ecological Economic Belt; cities in Jiangsu Province, especially Yangzhou, can serve as a model for other cities; innovation is the short board for cities in Henan province, which needs to be worked on. Next, through an empirical analysis, we showed that the development level of the smart supply chain in the Huai River Ecological Economic Belt is influenced by the factors under multiple configuration paths, with two identified which can facilitate the high-level development of the smart supply chains of the cities: Path 1 being high openness under government support, and Path 2 being high innovation drive with location advantage. Given the different paths, each city should choose a suitable configuration path and targeted measures based on its characteristics to enhance the development level of the smart supply chain and promote higher quality development of the Huai River Ecological Economic Belt. Specifically, at the technical level, it is necessary to improve the technical innovation service system and further promote supply chain technological innovation and application; at the organizational level, it is essential to enhance the quality and efficiency of bilateral trade and promote industrial optimization and upgrading; and at the environmental level, the government should clarify its positioning, and give full play to the advantageous local conditions of the cities.
