新西兰职业教育微认证:生成动因、参与主体与实施策略——制度创业理论视角
Generation Drivers,Participation Subjects and Implementation Strategies of Micro-credentials of Vocational Education in New Zealand: From the Perspective of Institutional Entrepreneurship Theory
【摘要】 引入和推行微认证是新西兰改革职业教育资格认证制度的关键战略举措。从制度创业理论视角出发,新西兰职业教育微认证的生成动因包括劳动力市场技能供需错配、弱势群体教育水平低下和职业教育资格认证制度规范范围狭窄。受上述动因的驱使,追求核心利益并拥有可支配资源的政府部门、行业组织和高等教育机构充当参与主体,在投入资源的基础上采取开展个别试点与分发咨询文件的话语策略、明确本质内涵的理论化策略、理顺运行体系与健全保障机制的社会网络策略以及整合培训计划与公开数据库信息的文化策略,成功推动微认证在职业教育资格认证制度中的引入和推行,实现职业教育资格认证制度的改革。
【Abstract】 The introduction and promotion of micro-credentials of vocational education is a key strategic initiative to reform the vocational education qualification system in New Zealand. From the perspective of institutional entrepreneurship theory,the generation drivers of micro-credentials in New Zealand include skills mismatch in the labor market,the low education level of vulnerable groups,and the narrow specification scope of the vocational education qualification system. Driven by the above drivers,government departments,industry organizations and tertiary education institutions that pursue core interests and have the resources at their disposal act as participants,and adopt rhetorical strategies of carrying out individual pilots and distributing consultation documents,the theoretical strategy of clarifying the essential connotation,social network strategies of streamlining the operation system and improving the guarantee mechanism,and cultural strategies of integrating training schemes and open database information based on investing resources,so as to successfully promote the introduction and promotion of micro-credentials in the vocational education qualification system and reform the vocational education qualification system.
