【摘要】 现代马术产业在历史文化底蕴、人文素养提升、维持经济效益和社会舆论导向方面显示出维护运动马福利的必要性和迫切性。运用访谈法、历史分析法和对比法等研究方法，对国内外马术产业与运动马福利融合发展现状进行系统梳理和深入分析研究发现，欧美国家在完善规章制度、科学技术研发、福利理念引导等方面为促进运动马福利发展积累了丰厚经验，但依然存在着过度商业化背景下的行为妥协，监管执行效率低下，固守不良的传统实践与观念等问题。基于中国现代马术产业发展现状和欧美国家运动马福利体系构筑经验，提出以下推进建议：以系统观念深化完善全方位运动马福利监管布局，全方面加强马福利学科建设和硬件支撑，打造运动马福利立体化培训与科普系统，构建“人马共赢”的产业可持续发展框架。更多还原

【Abstract】 The modern equestrian industry shows the necessity and urgency of maintaining the welfare of sport horses in terms of historical and cultural heritage, humanistic enhancement, maintenance of economic benefits and social opinion orientation. With the research methods such as interview method, historical analysis method and comparison method, the current situation of the integration and development of equestrian industry and sports horse welfare at home and abroad is systematically sorted out and deeply analyzed. It is found that Europe and the United States have accumulated rich experiences in improving regulations, scientific and technological research and development, and guiding welfare concepts to promote the development of sports horse welfare, but there are still problems such as behavioral compromises in the context of over-commercialization, inefficiency in regulatory implementation, and stubborn adherence to undesirable traditional practices and concepts. Based on the current development of China’s modern equestrian industry and the experience of European and American countries in constructing sports horse welfare systems, the paper proposes to deepen and improve the layout of all-round sports horse welfare regulation with a systematic concept, to strengthen the construction of horse welfare disciplines and hardware support, to build a three-dimensional training and popularization system for sports horse welfare, and to construct a “win-win” framework for the sustainable development of the industry.更多还原
