【Abstract】 Constructing community digital inclusion framework under the perspective of intelligence and explaining its connotation are of great significance for narrowing the digital divide in the community, promoting the popularization and application of digital technology in the community, and allowing the majority of residents to share the digital dividend.Based on the synergy theory, the article constructs a community digital inclusion framework under the perspective of intelligence by analyzing the existing mature digital inclusion frameworks and referring to relevant policies and practical experience.It includes three major elements: action, implementation, and goals, covering 11 core themes such as leadership, partnership, diagnosis, digital motivation, and many key indicators.The construction of this framework helps to provide a reference for evaluating the level of digital inclusion in the community and promoting the development of digital inclusion in the community.更多还原
