【摘要】 文章从隐私意识、隐私知识、隐私管理能力和隐私保护影响力4个维度构建包括4个一级指标、19个二级指标的政府数据开放平台用户隐私素养评价指标体系，并以大学生用户为样本开展实证研究。研究结果显示，大学生用户政府数据开放平台隐私素养整体处于良好水平，在隐私保护影响力方面表现最佳，隐私意识和隐私知识处于良好水平，隐私管理能力需进一步加强。在此基础上，从社会、平台和用户3个层面提出用户隐私素养提升路径。更多还原

【Abstract】 The paper constructs user privacy literacy evaluation index system on open government data platform from four dimensions of privacy awareness, privacy knowledge, privacy management ability and privacy protection influence, including 4 first-level indicators and 19 second-level indicators, and carries out empirical study taking the college student users as an example. The empirical study shows that the overall privacy literacy of college student users on open government data platform is in a good condition. The survey respondents perform best in privacy protection influence, the privacy awareness and privacy knowledge are at a good level, and the the privacy management ability needs to be further strengthened. On this basis, paths of improving user privacy literacy are proposed from three levels of society, platform and user.更多还原
