中西部高校基础能力建设工程的政策效应评估——基于专利创新产出视角
Assessment of Policy Effects on the National Basic Ability Construction Project of Western and Central China——From the Perspective of Patents Innovation Output
【摘要】 “中西部高校基础能力建设工程”主要通过对入选高校补助投资的方式从而改善高校高等教育水平。文章通过分析“中西部高校基础能力建设工程”,应用入选高校的专利作为创新产出并得出以下结论。第一,高校入选“中西部高校基础能力建设工程”后在专利总数上实现了16.2%的增长,发明专利和实用新型专利分别实现了33.5%和27.6%的增长。第二,异质性分析发现,“中西部高校基础能力建设工程”更能影响理工科院校在发明专利方面的增长,文科类院校则在实用新型专利方面增长更显著。第三,异质性分析还发现西部地区高校的专利产出受该政策影响更为明显,中部地区参与政策的高校仅有发明专利增长显著,东部地区参与政策的高校在3种专利回归结果上都不显著。第四,根据专利特性的深入分析发现,参与政策的高校与企业的互动有所加强。上述结果说明,高校入选“中西部高校基础能力建设工程”有利于高校专利的创新产出,但是高校也要依据自身特点规划与政策相融合的方案,从而保障政策对高校的积极影响发挥到最优。
【Abstract】 The “National Basic Ability Construction Project of Western and Central China” mainly aims to improve the level of higher education by providing subsidies and investments to selected universities. This article analyzes the “National Basic Ability Construction Project of Western and Central China” and applies the patents of selected universities as innovation outputs. The following conclusions are drawn: Firstly, after being selected as the “National Basic Ability Construction Project of Western and Central China”, the total number of patents increased by 16.2%, while invention patents and utility model patents increased by 33.5% and 27.6%, respectively. Secondly, heterogeneous analysis revealed that the “National Basic Ability Construction Project of Western and Central China” has a greater impact on the growth of invention patents in science and engineering universities, while liberal arts universities show a more significant increase in utility model patents. Thirdly, heterogeneity analysis also found that the patent output of universities in the western region is more significantly affected by this policy. Universities in the central region that participate in the policy only have a significant increase in invention patents, while universities in the eastern region that participate in the policy have no significant regression results in the three types of patents. Fourthly, based on in-depth analysis of patent characteristics, it was found that the interaction between universities and enterprises participating in policies has been strengthened. The above results indicate that the selection of universities in the “National Basic Ability Construction Project of Western and Central China” is beneficial for the innovation output of university patents. However, universities themselves should also plan and integrate policies according to their own characteristics, ensuring that the positive impact of the policy on universities is maximized.
