面向东盟地区的国际物流枢纽选址研究
Study on International Logistics Hub Site Selection in the ASEAN Region
【摘要】 研究国际物流枢纽选址,旨在优化东盟地区物流网络,深入推动“一带一路”高质量发展。选取城市吸引度、枢纽重要性、运输网络成本3个参量构建国际物流枢纽选址分配效用函数;以效用函数值最大为目标,构建国际物流枢纽选址分配优化模型。在城市吸引度评价方面,从城市基础条件、经济发展水平、运输行业发展现状、环境保护现状4个方面选取18项指标;在枢纽重要性评价方面,选取度中心性、网络凝聚程度、介数中心性和结构洞4项指标。在此基础上,基于“差异驱动”赋权和“功能驱动”赋权方法对城市吸引度、枢纽重要性进行综合评价,而运输网络成本主要考虑运输成本和建设成本。以东盟地区41座城市为例,经计算优化国际物流枢纽选址分配,结果表明:选取河内、胡志明、万象、曼谷、哥打巴鲁、曼德勒6座城市为国际物流枢纽时,选址分配效用函数值0.140最优。
【Abstract】 The study on the location of international logistics hubs aims to optimize the logistics network in ASEAN region and further promote the high-quality development of the Belt and Road Initiative. This paper first builds the utility functions for international logistics hub location allocation by selecting three parameters: city attractiveness, hub importance and transportation network cost, and then build an optimization model for international logistics hub location allocation with the goal of maximizing the utility function value. In terms of city attractiveness evaluation, 18 indicators are selected from four aspects: city infrastructure, economic development level, transportation industry development status, and environmental protection status; In terms of evaluating the importance of hubs, four indicators are selected: degree centrality, network cohesion, betweenness centrality, and structural holes. On this basis, a comprehensive evaluation of city attractiveness and hub importance is conducted based on the methods of "difference-driven" weighting and "function-driven" weighting. The transportation network cost mainly considers transportation cost and construction costs. Taking 41 cities in the ASEAN region as an example, through calculation and optimization of international logistics hub location allocation,the results show that when 6 cities, including Hanoi, Ho Chi Minh, Vientiane, Bangkok, Kota Baru, and Mandalay, are selected as international logistics hubs, the optimal utility function value for location allocation is 0.140.
