高校工程类大型科研设施管理模式改革与实践
Reform and Practice of the Management Mode of Large-scale Engineering Research Facilities in Universities
【摘要】 大型科研设施是高校建设一流工程学科的重要基础和条件保障。针对高校中依托教学科研团队管理存在开放共享水平不高的问题,创新性地提出了基于设施特点的分阶段管理模式改革,将原分散于多位教授团队进行管理的船海学科大型科研设施集中在一个校级公共服务平台进行管理和运行,建立了在线预约系统向全校各学科以及校外行业单位进行开放共享。校院协同制定设施改革过渡期保障性政策。实践表明:改革极大地提升了设施开放共享率,激发了全校各学科利用设施参与海洋领域研究的积极性;依托设施开展创新研究的比例得到了较大的提升、多设施联动服务国家海洋领域重大装备研制的能力得到充分释放。相关管理模式改革实践和探索对其他高校开展工程类大型科研设施管理有一定参考价值。
【Abstract】 Large-scale research facilities are the important foundation and condition guarantee for the first-class engineering disciplines in top universities. For a long time, facilities are managed by professors and their teams, which leads to a low degree of openness and sharing of facilities in universities. The reform of the phased management model based on the characteristics of the facility is proposed. A public service platform and an online appointment system are established in SJTU to centralize 5 facilities and open to all disciplines and industry units outside the university. A series of policies are ensured the smooth progress of the reform and the reform greatly improves the rate of opening and sharing of facilities. The enthusiasm of all departments in the university to participate in marine research in the field of science by using the facilities is stimulated. The proportion of innovative research carried out by relying on facilities increases significantly. The ability of multi-facility linkage to serve the development of major equipment in the national marine field is fully released. The practice and exploration of the reform of the management mode have certain reference value for other universities to carry out the management of large-scale engineering research facilities.
