【摘要】 在推进国家治理体系和治理能力现代化的进程中，我国现行的土地用途管制制度、自然资源用途管制制度出现“制度失灵”，无法适应当前建立覆盖“全域、全要素”国土空间用途管制制度的要求。自然生态空间用途管制制度在地类划分、分区、区域准入及实施保障方面，存在亟须解决的问题。自然生态空间用途管制制度构建的基本路径是，首先厘清其与土地用途管制制度的适应性，然后从界定自然资源可管制的空间范围、选择多功能管制、改革建设用地指标制度等方面实现其制度再造。自然生态空间用途管制制度的构建，有利于贯彻落实生态文明建设新理念，同时也是形成国土空间治理合力的重要制度保障。更多还原

【Abstract】 In the process of promoting the modernization of the national governance system and governance capacity, China’s current land use control system and natural resource use control system are troubled by“system failure”, and they do not meet the requirements of the current establishment of a territorial space use control system covering“all areas and all elements”.There are some problems to be solved in the land classification, zoning,regional access and implementation guarantee of the control system of natural ecological space use. The basic way to construct the natural ecological space use control system is to first clarify its adaptability to the land use control system, then it rebuilds the system from the following aspects: defining the controllable spatial scope of natural resources, choosing multi-function control and reforming the index system of construction land. The establishment of the control system of natural ecological space use is beneficial to the implementation of the new concept of ecological civilization construction, and it is also an important institutional guarantee for the formation of rational territorial space governance.更多还原
