【摘要】 流域综合治理是生态文明建设的关键领域之一，而小流域作为治理体系的微观基础，承担着至关重要的功能。本文旨在探讨小流域管理的最新进展，并分析当前平原地区小流域治理所面临的挑战与不足。为了深入探索新时代平原区小流域综合管理的策略与模式，本研究以洪湖市双电河小流域为案例，提出了一种创新的三生空间格局划分方法，包括“农田鱼塘生产治理区、人居环境生活治理区、河湖沟渠生态治理区”。这一模式强调了政府与市场之间的协同合作，以及多个部门的协调一致，利用现有项目资源，共同推进“治湖清水、治河疏水、治污洁水、依水塑村、以水兴业”的五水共建策略，并以此作为典型示范，引领其他区域的治理工作。通过这种系统化的治理方法，不仅能够实现源头控制和系统化管理，还能促进乡村的全面繁荣，打造出富饶美丽的乡村景观。本研究的成果，有望为平原区小流域的综合治理提供一套可复制、可推广的参考模型，为生态文明建设贡献理论与实践的双重价值。本研究提出的治理模式和管理策略，将为平原区小流域的综合治理提供科学、系统的方法论支持，为建设美丽中国贡献智慧与力量。更多还原

【Abstract】 Watershed comprehensive management is one of the key areas in the construction of ecological civilization, and small watersheds, as the micro-foundation of the governance system, play a vital role. This paper aims to explore the latest progress in small watershed management and analyze the challenges and deficiencies faced by small watershed governance in plain areas. In order to delve into the strategies and models for comprehensive management of small watersheds in plain areas in the new era, this study takes the Shuangdian River small watershed in Honghu City as a case and proposes an innovative method for dividing the “three living spaces”,which includes “farmland-fishpond production and management area, human settlement and living management area, and river-lake-canal ecological management area”. This model emphasizes the collaboration between the government and the market, as well as the coordination among multiple departments, leveraging existing project resources to jointly promote the “Five Waters” co-construction strategy of “lake cleaning, river dredging, pollution control, village beautification based on water, and industry development leveraging water.” This serves as a typical demonstration to lead the governance efforts in other regions. Through this systematic approach to governance, not only can source control and systematic management be achieved, but also the overall prosperity of rural areas can be promoted, creating a rich and beautiful rural landscape. The findings of this study are expected to provide a reproducible and scalable reference model for the comprehensive governance of small watersheds in plain areas, contributing both theoretical and practical value to the construction of ecological civilization. The governance models and management strategies proposed in this study will provide scientific and systematic methodological support for the comprehensive governance of small watersheds in plain areas, contributing wisdom and strength to the construction of a beautiful China.更多还原
