低碳城市试点政策的工业污染减排效应评估——基于空间双重差分模型的实证分析
Evaluation of the Industrial Pollution Reduction Effect of Pilot Policies for Low Carbon Cities:An Empirical Analysis Based on Spatial Dual Difference Model
【摘要】 党的二十大报告明确指出要推动绿色发展,促进人与自然和谐共生。在此背景下,以低碳城市试点政策为切入点,利用空间双重差分模型,聚焦探讨政府环境治理的工业污染减排效应。研究发现,低碳城市试点政策显著降低了城市工业污染排放,其主要传导机制来自创新效应、产业结构效应与能源消耗效应,其中技术创新效应作用最强,其次是产业结构效应和能源消耗效应。进一步的异质性分析结果表明,低碳城市试点政策的工业污染减排效应在资源型城市、内陆省份城市、特大城市与大型城市更为显著,在非资源城市、沿海省份城市、中型城市与小型城市不显著。研究结论为科学布局低碳城市提供了有益的政策启示。
【Abstract】 The report of the 20th National Congress of the Communist Party of China clearly points out the need to promote green development and promote harmonious coexistence between humans and nature.In this context,taking the low-carbon city pilot policy as the starting point,using the spatial double difference model,we focus on exploring the industrial pollution reduction effect of government environmental governance.Research has found that the pilot policies for low-carbon cities have significantly reduced urban industrial pollution emissions,with the main transmission mechanisms coming from innovation effects,industrial structure effects,and energy consumption effects.Among them,technological innovation effects have the strongest effect,followed by industrial structure effects and energy consumption effects.Further heterogeneity analysis shows that the industrial pollution emission reduction effect of low-carbon city pilot policy is more significant in resource-based cities,inland provinces,megacities and large cities,but not significant in non-resource cities,coastal provinces,medium-sized cities and small cities.The research findings provide beneficial policy insights for the scientific layout of low-carbon cities.
