基于层次分析法的首都“两区”建设成效评价

【摘要】 论文从首都“两区”建设成效评价这一新的视角,构建了包括水源涵养、生态支撑、绿色发展三个系统的评价体系框架,并采用层次分析法确定每个指标的权重值并进行测度评价。研究结果表明:(1)建设效应显现。初期建设趋势明显,测度结果与首都“两区”建设目标指向一致。(2)动态建设成效显著。三个系统成效均趋于增长,2022年比2019年增长39.09%,水源涵养系统增长12.46%,生态支撑系统增长47.36%,绿色发展系统增长1.33%。(3)系统间建设成效强弱不均,生态支撑系统建设成效最为显著,绝对值+393.96,绿色发展系统建设成效次之,绝对值+1.88,水源涵养系统建设成效较弱,绝对值+0.292,还有很大的提升空间。最后提出了建设生态工程提升涵水蓄水能力、立足水资源承载节约集约用水、推进绿色发展加快实现进程三条建议。

【Abstract】 From the new perspective of the evaluation of the effectiveness of the construction of “two districts” in the capital,the evaluation system framework of three systems including water conservation, ecological support and green development is constructed. The analytic hierarchy process is used to determine the weight value of each index and carry out measurement evaluation.(1) The construction effect appears, the initial construction trend is obvious, and the measurement results are consistent with the construction goal of the “two districts” in the capital.(2) Dynamic construction results are significant, and the effectiveness of the three systems tends to increase, with an increase of 39.09% in 2022 over 2019, a growth of 12.46% for water conservation system, 47.36% for ecological support system, and 1.33% for green development system.(3) The effectiveness of construction is uneven among systems, with the most significant effect of ecological support system construction, absolute value +393.96, followed by the green development system construction effect, absolute value +1.88, and the water conservation system construction effect is weak,absolute value +0.292, and there is still a lot of room for improvement. The following suggestions are put forward: Building ecological engineering to enhance the capacity of culvert water storage; Intensive water use should be adopted based on water resources bearing conservation; We should promote green development and speed up the realization process.
