电商行为对农户福利的影响——以山东省为例
The Influence of E-commerce Behavior on the Welfare of Farmers——Taking Shandong Province as an Example
【摘要】 随着互联网信息技术的发展,电商成为衔接数字经济与小农户的重要桥梁。参与电商能否提升农户福利水平、实现共同富裕,值得深入研究。本文基于山东省571位农户的微观调研数据,运用内生转换回归(ESR)模型构建反事实框架,分析电商行为对农户福利的影响效应,并通过构建“电商行为-数字素养-农户福利”的中介效应模型,揭示数字素养在电商行为对农户福利的影响中的作用机理。本文研究结论如下。第一,参与电商对提升农户的福利水平具有显著的正向影响,在反事实假设下,实际参与电商的农户假如选择不参与电商,其福利水平将下降12.0%;实际未参与电商的农户假如选择参与电商,其福利水平将提高18.4%。第二,参与电商所带来的福利效应对于不同的农户存在明显差异,受教育年限越长、家中网络条件越好及所在村庄互联网宽带普及率越高的农户,其电商参与行为的福利效应越高。第三,数字素养在农户电商行为对其福利的影响中发挥部分中介作用。基于此,本文提出地方政府应践行“数商兴农”战略,加快推进农村电商基础设施建设,全方位提升农户数字素养的政策建议。
【Abstract】 With the development of Internet information technology, e-commerce has become an important bridge between digital economy and farmers. Whether participating in e-commerce can improve the welfare level of farmers and achieve common prosperity is worth in-depth research. This article is based on micro survey data of 571 farmers in Shandong Province, and uses the endogenous transformation regression(ESR) model to construct a counterfactual framework to analyze the impact of e-commerce behavior on farmer welfare. By constructing a mediation effect model of “e-commerce behavior digital literacy farmer welfare”, the mechanism of the role of digital literacy in the impact of e-commerce behavior on farmer welfare is revealed.The research conclusion is as follows.Firstly, participating in e-commerce has a significant positive impact on improving the welfare level of farmers. Under the counterfactual hypothesis, if farmers who actually participate in e-commerce choose not to participate, their welfare level will decrease by 12.0%. If farmers who have not actually participated in e-commerce choose to participate, their welfare level will increase by 18.4%.Secondly, the welfare effects brought by participating in e-commerce are significantly different for different farmers. The longer the number of years of education, the better the network conditions at home, and the higher the penetration rate of Internet broadband in the village, the higher the welfare effects of their e-commerce participation behavior.Thirdly, Digital literacy plays a partial mediating role in the impact of farmer e-commerce behavior on their welfare. based on this, this article proposes policy recommendations for local governments to implement the strategy of “promoting agriculture through digital commerce”, accelerate the construction of rural e-commerce infrastructure, and comprehensively enhance the digital literacy of farmers.
