【摘要】 全球化助推全球治理的兴起与发展，全球治理制度经历了漫长的、渐进的、有规律的变迁过程。本文在渐进制度变迁理论的基础上提出新的分析框架，将制度改革者和制度特征视为制度变迁的动力。纵观全球治理制度发展的历史，全球治理制度变迁经历了“转换—漂移—叠加—取代”的循环过程。在制度变革的初期，改革者实力较小，利用制度的模糊性，选择转换型制度变迁；当受到环境的冲击时，制度改革者能够抓住机遇，选择漂移型变迁；随着制度改革者实力增强，能够利用制度的模糊性在旧制度中加入新的规则，选择叠加型变迁；当制度改革者改变了全球权力格局且旧制度的模糊性较小和合法性受到冲击时才会选择取代型制度变迁。中国作为负责任的大国，需要抓住全球治理制度变革的重要窗口期，积极参与全球治理体系改革和建设，推进国际关系民主化，推动全球治理朝着更加公正合理的方向发展。更多还原

【Abstract】 With the rise and development of global governance boosted by globalization,global governance institution has experienced a long,gradual,and regular process of change.Based on the theory of gradual institutional change,this paper puts forward a new analytical framework,which regards institutional reformers and institutional characteristics as the driving forces of institutional change.Throughout the history of the global governance institution,its evolution has experienced a circular process of conversion,drift,layering,and displacement.In the early stage of institutional reform,the reformers were weak,so they choose the conversion pattern of institutional change in view of institutional fuzziness.When impacted by the circumstances,the institution reformers seize the opportunity to choose the drift pattern of institutional change.With the growing strength of the institution reformers,they can exploit institutional ambiguity to choose the layering pattern of institutional change,adding new rules to the old system.Only when the institution reformers change the global power landscape,and the ambiguity of the old institution is small,its legitimacy being challenged;will the displacement pattern of institution change be chosen.As a country with a great sense of responsibility,China needs to seize the critical window of the institutional evolution of global governance,proactively participate in the reform and improvement of global governance institution,and promote democracy in international relations,ensuring that global governance will become more just and equitable in the future.更多还原
