【摘要】 全球发展治理正处于转型的关键时期，在各治理要素上呈现新特点、凸显新困境。在治理主体上，随着世界经济中心由北向南转移，发展中国家的主体性地位被承认，但全球南北主体间地位的非对称性依然存在，主体间竞争态势进一步强化。在治理规范上，发展中国家自主性的发展实践驱动了多元化的发展知识与观念更新，但“泛意识形态化”的叙事凸显南北间的理念分歧并引发规范冲突。在治理机制上，相互交叠的制度复合体已经形成，但包容各主体且具有遵约优先性的权威框架缺乏，制度间互动关联有趋向冲突碎片化的风险。为应对全球发展治理转型困境，中国主动担当公共产品供给责任，引领全球发展治理民主化进程，缓解全球发展治理赤字；提供新的发展知识，倡导“以人民为中心”的发展理念，弥合发展规范冲突；推动发展机制对接，构建以联合国为核心的制度复合体，引导制度间互动关联趋向协同。这将为促进全球发展治理的根本性转变，落实2030年可持续发展议程做出中国贡献。更多还原

【Abstract】 Global development governance is in a critical period of transformation,showing new characteristics and highlighting new dilemmas in various governance elements.On governance subjects,as the world’s economic center of gravity shifts towards the emerging world,the subject status of developing countries is recognized,but the asymmetry between the North and the South still exists,and the competition between the subjects is further strengthened.On governance norms,the autonomous development practices of emerging economies drive diversified development knowledge and concept updates,but the narrative of "pan-ideology " highlights the ideological differences between the North and the South and triggers normative conflicts.On governance institutions,institutional complex has been formed,but there is a lack of an authoritative framework that is inclusive of all subjects and has a priority of compliance,and the institutional interaction has the risk of inclining to conflictive fragmentation.In order to cope with the dilemma of global development governance transformation,China leads the democratization process of global development governance through assuming the responsibility for public goods supplication,that alleviates the deficit of public goods.China provides new development knowledge,and advocates "peoplecentered" development idea,that bridges the conflicts of development norms.China promotes the docking of development institutions,builds an institutional complex with the United Nations as the core,so that the interactive nature of institutions tends to be synergistic.China will make contribution to promoting the fundamental transformation of global development governance and implementing the 2030 Agenda for Sustainable D evelopment.更多还原
