【摘要】 当前我国化工行业整体处于结构调整和转型升级的关键期，新技术、新工艺、新装备的创新应用是我国化工发展的必然要求。工艺安全可靠性论证报告是新工艺、新技术在研发阶段的重要成果，如何正确实施安全可靠性论证，以便新技术、新工艺的快速推广应用成为一个焦点问题。目前国内多个地方出台了首次使用化工工艺安全可靠性论证实施办法，但在具体实施过程中存在一些问题。分析存在问题并提出改进建议，为企业减轻负担，为政府部门的政策制定实施提供参考、提高行政资源利用效率，让首次使用的化工工艺安全可靠性论证更好的为新工艺、新技术的发展保驾护航，是行业发展的需要，也是每个化工从业者的心声。更多还原

【Abstract】 At present, China’s chemical industry as a whole is in a critical period of structural adjustment, transformation and upgrading. The innovative application of new technologies, new processes, and new equipment is an inevitable requirement for the development of China’s chemical industry. The process safety and reliability demonstration report is an important achievement of new technology and new technology in the research and development stage, and how to correctly implement the safety and reliability demonstration so that the rapid promotion and application of new technology and new process has become a focus issue.
