超越条块:数字平台何以推动社会治理协同——基于开封市“一中心四平台”实践路径的观察

The Implementation of Coordinative Machenisms in Municipal Social Governance through Digital Platforms:A Case Study of the‘One Centre,Four Platforms’ Model in Kaifeng City

【摘要】 条块关系作为中国纵向府际关系中基本的结构性安排和市域社会治理的基础性课题,治理的关键不是消除,而是对条块分割的适度纠偏。通过对开封市市域“一中心四平台”运行机制的观察,发现数字平台通过搭建纵向“五层贯通”的治理格局和横向多网、多部门、多主体协同的组织结构,辅之以“限时督办”的考核机制,实现了“一个端口入,一个端口出”的闭环工作流程,能够有效协调条块关系,改善权责不清和责任推诿问题。其内在运行机制可归纳为通过政治赋权重塑条块关系的权威要素,借助于协商确权完成重塑条块关系的前提条件,将弹性空间作为平台重塑条块关系的核心价值,通过技术赋能降低条块协同的制度成本,将构建完备的督办制度作为平台协同条块的保障机制。相较于已有研究,本文将数字技术对条块的整合作用从“工具价值”扩展至“参与主体”,跳出“非条即块”的传统思路,从而开辟出一条技术赋能条块关系整合的研究新路径。

【Abstract】 As the fundamental structural entities of China’s vertical administration and key actors in munici-pal social governance,functional departments require moderate correction rather than elimination. This thesis ex-amines the operational mechanism of the‘one center,four platforms’ model in Kaifeng city and concludes thatdigital platforms can effectively coordinate functional departments,addressing issues of unclear powers and re-sponsibilities or buck-passing. More specifically,by establishing a vertical governance structure with a‘five-layer through’pattern and a horizontal organizational structure characterized by multi-network,multi-depart-mental,and multi-operator frameworks,supplemented by a‘time-bound supervision and handling’appraisalmechanism,the‘one center,four platforms’ model achieves a closed-loop workflow of‘one port in,one portout’. The internal operation mechanism can be summarized by the following:the authoritative element of resha-ping functional departments through political empowerment,the prerequisite of renegotiating and confirming pow-ers for reshaping departmental relationships,the core value of flexibility in reshaping functional departments onthe platform,the reduction of systemic costs of block synergy through technological empowerment,and the con-struction of a comprehensive supervisory system as the safeguard mechanism for synergizing departments on theplatform. Compared with existing research,this thesis expands the role of digital technology in departmental inte-gration from an‘instrumental value’to a‘participating subject’,moving beyond traditional dichotomies of‘ei-ther departments or the system’,thus paving a new research pathway for technology-enabled integration offunctional departments.
