【Abstract】 In order to break the monolithic of the main body of special equipment safety supervision, taking the reform of "put in place" as an opportunity, and taking pluralistic co-governance as a starting point, this article expounds the responsibilities of six major subjects:enterprises, local governments, regulatory departments, inspection agencies, industry associations, and the public. It also proposes to establish a pluralistic co-governance model for special equipment that is compatible with the modernization of national governance system and governance capacity. It also proposes to establish a multi-sector coordination mechanism, grid supervision mechanism, and "whistleblower" mechanism under the pluralistic co-governance model to ensure the effective operation of the pluralistic co-governance model for special equipment.更多还原
