【摘要】 国家治理体系和治理能力现代化是基本医疗保险统筹层次提升的基础，提升基本医疗保险统筹层次亦是完善我国基本医疗保险制度，促进国家治理能力现代化的必然要求。提升基本医疗保险统筹层次不仅是深化医疗保障制度改革的重要任务，也是建立地区间基本公共服务协作机制的内容之一。当前，我国基本医疗保险统筹层次提升过程中面临着全民医保制度有待进一步完善、基金监管体制机制仍需进一步优化、医保信息化建设仍需进一步深化等问题。为此，本文从综合治理、系统治理的视角出发，分析我国提升基本医疗保险统筹层次面临的问题，结合整体性治理理论的内涵，提出了提升我国基本医疗保险统筹层次的对策建议，包括不断完善全民医保制度、建立科学激励约束机制、优化医保基金监管体制机制、深化医保信息化建设。更多还原

【Abstract】 The modernization of the national governance system and governance capacity is the foundation for improving the pooling level of basic medical insurance.Improving the pooling level of basic medical insurance is also an inevitable requirement for improving China’s basic medical insurance system and promoting the modernization of national governance capacity.Improving the pooling level of basic medical insurance is not only an important task in deepening the reform of the medical security system, but also one of the contents of establishing a regional cooperation mechanism for basic public services.Currently, in the process of upgrading the overall level of basic medical insurance in China, there are still issues that need to be further improved, such as the national medical insurance system, the fund supervision system and mechanism, and the information construction of medical insurance.Therefore, this article analyzes the problems faced by China in enhancing the pooling level of basic medical insurance from the perspectives of comprehensive and systematic governance.Combining with the connotation of holistic governance theory, it proposes countermeasures and suggestions to enhance the pooling level of basic medical insurance in China, including continuously improving the national medical insurance system, establishing scientific incentive and constraint mechanisms, optimizing the regulatory system and mechanism of medical insurance funds, and deepening the information construction of medical insurance.更多还原
