【Abstract】 With the continuous advancement of technology, China’s highway construction is moving towards a new stage of intelligent development, aiming to build a safe, efficient, innovative, and sustainable transportation network. The development of smart highways is not only a key measure for the digital and intelligent transformation of transportation, but also a strategic choice to promote high-quality development of highways. The proposal of the concept of new quality productivity not only has profound theoretical significance, but also provides a new perspective and path guidance for the intelligent process of highways. This article first delves into the connotation and core characteristics of new quality productivity, and then analyzes its inherent connection with the high-quality development of smart highways. On this basis, the various forms of development of smart highways are elaborated in detail, and the opportunities and challenges faced by the development of smart highways in China are comprehensively analyzed. Based on the requirements of the era of high-quality development and the theoretical framework of new quality productivity, specific suggestions are proposed to promote the development of smart highways from multiple dimensions such as policy support strengthening, core technology breakthroughs, optimization of investment and financing systems, and improvement of talent training mechanisms.
