【摘要】 科技自立自强是国家强盛之基、安全之要，是我国迈向科技强国的必由之路。中国的科技情报事业在诞生之初，就始终与国家的科技发展密切相关，为中国的科技事业发展服务。本文结合高水平科技自立自强这一时代背景，剖析中国科技情报事业发展所面临的新需求与新挑战，提出以新质生产力理论开创科技情报事业新局面的新观点和科学内涵。在此基础上，本文提出了“四知合一”的效能型科技情报研究范式，指出中国科技情报机构在发挥科技情报赋能高水平科技自立自强的伟大事业中，需要重点解决的问题及采取的举措，即加速高质量的科技情报资源体系建设，打造为科技创新服务的智能情报分析新引擎，加强科技情报体系化建设，建设支撑高水平自立自强的科技情报人才体系。更多还原

【Abstract】 Self-reliance and strength in science and technology is the foundation for national prosperity and security, and it is the only way for building a world leader in science and technology. Since its birth, China’s scientific and technological information has been closely related to the country ’ s scientific and technological advancement. This study analyzes the new demands and challenges faced by China’s scientific and technological information causes, combining the backgrounds of high-level self-reliance and strength in science and technology. This paper proposes a new perspective and scientific connotation for using the theory of new quality productive forces to create a new situation for scientific and technological information causes. Specifically, it proposes an efficiency-oriented research paradigm for scientific and technological information and highlights the key issues and measures that China’s scientific and technological information institutions must address to empower high-level self-reliance and strength in science and technology. These issues include accelerating the construction of a high-quality scientific and technological information resource system, creating a new intelligent analysis engine for scientific and technological innovation services, strengthening the systematic construction of scientific and technological information, and building a scientific and technological information talent system.更多还原
