【摘要】 中国农村社会保障制度的构建是基于“以人民为中心”和共同富裕的基本理念，以实现农民权利平等，并促进社会团结与合作为目标。从制度变迁的角度观察，中国农村社会保障的发展，其实质是农民权利保障不断完善和进步的过程；而以制度改革的视角观察，中国农村社会保障则存在着一些体制性、结构性问题，又无不与农民权利缺失相关。故此，中国农村社会保障体系构建需要在如下三个领域加强：一是对农村社会基本医疗保险和基础教育进行实质性公共资助；二是对个人权利、经济权利与社会权利实施可能性的社会保障；三是构建政府、市场、社会多元力量共同参与的中国农村社会保障体系。更多还原

【Abstract】 The construction of rural social security system in china based on “people-centered” and “common prosperity” is aimed to realize equality of rights and promote social unity and cooperation. The development of rural social security should be observed from the perspective of institutional change,and its essence is the process of continuously improving the rights protection of farmers; Some institutional and structural problems existing in the rural social security would be treated from the perspective of institutional reform,and these problems are related to the lack of farmers’ rights.Therefore,the construction of the rural social security system needs to be developed in the following three areas: Firstly,basic health care and basic education which are extremely important for rural social security should be substantially publicly funded; Secondly,some individual rights,economic rights,and social rights are brought into social security as can as possible; Finally,the governmentarranged social security and social relief should be turned to the rural social security system with the participation of the government,the market,and society.更多还原
