【摘要】 完善城乡融合发展体制机制是中国式现代化的必然要求，对于促进城乡要素平等交换、双向流动，缩小城乡差距具有重要意义。当前，我国已经从不平衡的城乡关系走向了新时代城乡融合发展的关系，在配置城乡要素、覆盖公共服务、建设基础设施、发展乡村经济和缩小收入差距等方面都取得了一定成果。接下来要继续从新型城镇化体制机制的健全、土地制度改革的深化、农村基本经营制度的巩固和强农惠农富农支持制度的完善这几方面来推进城乡融合发展。要把县域融合作为城乡融合的切入点，促进县域要素融合，壮大县域富民产业；完善县域基础设施，提升公共服务水平；统筹县域发展规划，推动城县协同发展；拓展县域资金来源，加强县域发展韧性。更多还原

【Abstract】 The improvement of the mechanisms and institutions for integrated urban and rural development is an inevitable requirement for Chinese modernization. It plays a crucial role in promoting the equal exchange and two-way flow of urban and rural elements, as well as narrowing the urban and rural gap. Currently, China has shifted from an unbalanced urban and rural relationship to an integrated urban and rural development of the new era. Significant achievements have been made in areas such as the allocation of urban and rural elements, the coverage of public services, infrastructure construction, rural economic development, and the reduction of income disparity. Efforts should be made in advancing integrated urban and rural development through the following aspects, including the improvement of mechanisms and institutions for new-type urbanization, deepening of land system reforms, consolidation of the basic rural operating system, and enhancement of support policies for strengthening agriculture, benefiting farmers, and enriching rural areas. Taking county-level integration as the starting point for urban and rural integration, it is essential to promote the integration of county-level resources, develop industries that enrich the local population, improve county-level infrastructure, enhance public service levels, coordinate county-level development plans, and promote collaborative development between urban and rural counties.
