【摘要】 数字乡村是乡村振兴的重要战略方向，明确数字乡村的实现机制，有利于整体带动和提升农业农村现代化发展。本文通过对两个转型较为成功的国家数字乡村试点地区开展跟踪调研，将所获访谈及政策等文本进行扎根理论分析，总结提炼出数字乡村的实现机制理论模型框架。研究发现，组织保障、硬件升级、服务提质、典型示范、经验扩散是传统乡村实现数字乡村的五个关键环节。通过对治理结构的“有效”调适、主体行动的“持续”深化、经验成效的“整体”扩散，共同呈现出数字乡村的实现机制。对此，本文提出贯穿于数字乡村建设全过程的政策建议，并提出在未来数字乡村的实践过程中，应进一步重视数字乡村治理结构的动态化、建设目标的柔性化、典型检验的严格化等议题。更多还原

【Abstract】 Digital village is an important strategic direction for rural revitalization, and clarifying the realization mechanism of digital village is conducive to driving and enhancing the modernization of agriculture and rural areas as a whole.This paper summarizes and refines the theoretical model framework of the realization mechanism of digital countryside by conducting follow-up research on two national digital countryside pilot areas with successful transformation, and conducting rooted theoretical analysis of the interviews and policies obtained.The study finds that organizational guarantee, hardware upgrading, service improvement, typical demonstration and experience diffusion are the five key links for traditional villages to realize digital villages.Through the “effective” adjustment of governance structure, the “continuous” deepening of main entities’ action, and the “overall” diffusion of the effectiveness of the experiences, the realization mechanism of digital village is jointly presented.In this regard, this paper puts forward corresponding policy recommendations throughout the whole process of digital village construction, and proposes that in the future practice of digital villages, further attention should be paid to the dynamization of the governance structure of digital villages, the flexibility of construction goals, and the strictness of typical test and other issues.更多还原
