数智赋能视域下医共体医防融合的创新机制与实现路径
Under the Vision of Digital Intelligence Empowerment: Exploring Innovative Mechanisms and Implementation Pathways for Medical Consortia and Medical Prevention Integration
【摘要】 医共体医防融合是当前医疗体系改革的重要方向,通过整合医疗资源,紧密结合医疗服务与预防工作,强调对慢性病等疾病的全周期防控,实现以人为本的医疗服务新提升。数智技术作为当下医共体医防融合高质量发展的重要手段,通过融入大数据分析、人工智能诊断、智能健康管理等技术支持,提高医疗服务的精细化、个性化水平,促进医疗资源的优化配置,提升医疗服务效率和质量。从一些发达国家数智化医防融合的主要模式和特征来看,完善的政策环境、强大的运作机制以及流程化的人才培养体系是提升其效能的关键所在。针对目前顶层设计不健全,配套政策、筹资机制、运行模式、人才培养等多个方面暴露出的问题,在数智赋能视域下,提出通过整合人工智能、大数据、物联网等先进技术,实现资源共享、信息流畅和服务全面覆盖,构建医共体医防融合的创新机制;并从健全法律法规、完善资金监管措施、制定人才培养计划、创新管理模式、建设标准化体系五个方面形成医共体医防融合的实现路径。
【Abstract】 The integration of medical and preventive services within regional medical consortiums is a key direction for healthcare reform. By combining medical resources and preventive care, this approach emphasizes comprehensive disease control, especially for chronic illnesses, enhancing patient-centered services. Smart technology, using big data, AI diagnostics, and intelligent health management, plays a crucial role in refining and personalizing medical services, optimizing resource allocation, and improving efficiency and quality. Key elements for successful integration seen in developed countries include strong policy environments, robust operational mechanisms, and efficient talent training systems. Addressing current issues like inadequate top-level design and gaps in policies, funding, operations, and talent, this paper proposes a smart technology-empowered mechanism for integration. It suggests using AI, big data, and IoT to achieve resource sharing, seamless information flow, and comprehensive service coverage. The implementation path includes five aspects: enhancing laws and regulations, improving funding oversight, creating talent training plans, innovating management models, and establishing standardized systems.
