【摘要】 引导广大群众正确认识生育问题，认同和接受积极生育、适龄生育、适度生育、优生优育的新型生育观念，是激发群众生育动力、推进实现适度生育水平的重要思想基础。我国几千年来的生育观念演变大体可以划分为传统生育观念、计划生育观念、适龄生育和适度生育观念三个阶段。新时代生育观念包括积极生育、适龄生育、适度生育、优生优育、男性参与，宣扬尊老爱幼、夫妻和睦、代际和谐的家庭氛围，营造崇尚家国情怀、性别平等、尊重生育的社会氛围。为此，应加强理论研究，确立科学的人口发展观、婚姻家庭观、生育价值观并了解最佳婚育年龄；完善相关法规制度，保障女性权益、提高生育福利、扩大生育支持范围；发挥正确婚恋观、新型家庭文化、新型生育文化的引领作用；加强组织领导和保障工作，加大财政支持及评估督导力度等，以确保新时代生育文化建设和宣传工作取得成效，推进新时代生育文化建设工作健康发展。更多还原

【Abstract】 Guiding the broad masses to have a correct understanding of the fertility issue, to recognize and accept the new fertility concepts of active fertility, age-appropriate fertility, moderate fertility, and good fertility is an important ideological foundation for stimulating people’s enthusiasm for fertility and promoting the realization of an appropriate level of fertility. The evolution of fertility concept in China over thousands of years can be roughly divided into three stages: traditional fertility concept, family-planning fertility concept, age-appropriate and moderate fertility concept. The concept of fertility in the new era includes active fertility, age-appropriate fertility, moderate fertility, good fertility and male participation. It is necessary to promote a family atmosphere of respecting the elderly and caring for the young, harmony between husband and wife and harmony between generations, and create a social atmosphere of advocating family and national feelings, gender equality and respect for fertility.
