【摘要】 目的 对中国医用耗材管理政策文本进行量化评价，识别政策的要点与薄弱环节，为完善医用耗材管理政策提供证据支持。方法 对2018—2023年政府相关部门制定并实施的医用耗材相关政策进行系统性评估，筛选并深入剖析政策，利用政策建模一致性（PMC）指数模型作为分析工具构建指标体系对筛选出的9项具有代表性的政策进行量化评价。结果 9项政策的PMC指数均值为6.04,5项为优秀级政策，4项为合格级政策。结论 医用耗材管理政策总体呈现良好状态，但在政策内容、发布机构上还有较大提升空间，应结合中国市场环境与实际情况，积极探索适合中国的医用耗材管理政策。更多还原

【Abstract】 Objective To quantitatively evaluate the text of medical consumables management policies in China, identify the key points and weak links in them, and provide evidence support for improving medical consumables management policies. Methods In order to systematically evaluate the policies related to medical consumables formulated and implemented by relevant government departments between 2018 and 2023, the policies were screened and given an in-depth analysis of and an index system constructed to quantitatively evaluate the nine representative policies screened using the policy modeling consistency(PMC) index model as an analytical tool. Results The mean policy modeling consistency(PMC) index for the nine policies was 6.04, with five policies being at the excellent level and four at the satisfactory level. Conclusions The medical consumables management policies are generally in a good condition, but there is still much room for improvement in terms of policy content and issuing organizations, which should be combined with China’s market environment and actual situation, and used to actively explore the medical consumables management policies suitable for China.更多还原
