【摘要】 为进一步提高灌区管理水平和服务质量，研究基于平原河网地区大型灌区实际，提出了以灌区规范化管理为基础、监管考核打分为方法、灌区补助资金为奖惩手段的一套规范化监管体系，主要从组织制度、安全监管、供用水监管和经济监管四个方面开展考核，采用“自下而上汇报+自上而下抽检”与“综合考核+技术考核”的监管运行方式，配合补助资金奖惩措施，达到监管目的。更多还原

【Abstract】 Based on the actual large-scale irrigation areas in the plain river network region, this paper proposes a set of regulatory system based on standardized irrigation area management, regulatory assessment scoring method,and irrigation area support funds as a control means in order to improve the management level and service quality of irrigation areas. The main regulatory content includes the organization system, safety supervision, water supply supervision and economic supervision. The regulatory system is based on “bottom-up reporting+top-down sampling” and “comprehensive assessment+technical assessment”, with the support funds reward and punishment measures to achieve regulatory purposes.更多还原
