【摘要】 义务教育阶段体育教师交流轮岗是促进体育教师专业发展的现实需要，是实现区域体育教育公平的时代诉求.采用文献资料、实地调研、访谈等方法在对长沙市体育教师交流轮岗的重点举措及主要模式进行分析的基础上，指出当前长沙市义务教育阶段体育教师交流轮岗主要面临的现实困境：交流轮岗激励方式单一，主观参与意愿有待增强；交流轮岗运行机制不畅，流入学校难以深度融入；交流轮岗政策存在局限，无法满足各方利益诉求；交流轮岗遴选方式滞后，供需错配现象普遍存在；交流轮岗评价监管缺位，体育教学工作流于形式等.基于此，提出推进措施：丰富交流轮岗激励方式，激发体育教师内生动力；培育学校融合文化生态，增强专业发展主体认同；重塑教育政策话语体系，满足多元主体利益诉求；打造交流轮岗信息平台，实现体育教师供需匹配；完善交流轮岗评价机制，提升交流轮岗工作质量等.这些举措有利于推进义务教育阶段体育教师交流轮岗工作的高质量开展.更多还原

【Abstract】 The exchange and rotation of physical education teachers in the compulsory education stage is a practical need to promote the professional development of physical education teachers, and it is the demand of the times to realize the fairness of regional physical education. Based on the analysis of the key measures and main modes of physical education teacher exchange and rotation in Changsha City by means of literature, field investigation and interview, this paper pointed out the main practical difficulties faced by the exchange and rotation of physical education teachers in Changsha in the compulsory education stage: the incentive method of exchange and rotation is single, and the subjective willingness to participate needs to be enhanced; the operation mechanism of exchange and rotation is not smooth, and it is difficult to integrate deeply into the school; the exchange and rotation policy has limitations and can′t meet the interests of all parties; the selection method of exchange and rotation is lagging behind, and the mismatch between supply and demand is widespread; there is a lack of supervision in the evaluation of exchange and rotation, and the work of physical education teaching becomes merely a formality. Taking this into account, the promotional measures are proposed to enrich the exchange and rotation incentive methods and stimulate the internal motivation of physical education teachers; cultivate the integration of the school′s cultural ecology and enhance the identity of the main body of professional development; reshape the discourse system of educational policy to meet the demands for interests of multiple subjects; create an exchange and rotation information platform to match the supply and demand of physical education teachers; improve the evaluation mechanism of exchange and rotation and improve the quality of exchange and rotation work. These measures are conducive to promoting the high-quality development of the exchange and rotation of physical education teachers in the compulsory education stage.更多还原
