数字经济政策对农业低碳生产效率的驱动效应与机制——基于国家大数据综合试验区试点政策的准自然实验

【摘要】 在粮食安全、社会安全、生产经营压力等多重约束下中国农业必须走兼顾低碳排放和产业效益的道路。为平衡农业生产总量和碳排放强度,应当从投入产出的视角来分析促进农业低碳生产相关的效果,通过考察剔除排碳量后的农业产出效率来定量判断政策的效应。为此,选择中国国家大数据综合试验区试点政策作为准自然实验对象,基于2008—2022年中国31个省份的面板数据,利用双重差分法检验数字经济政策对包含碳排放非期望产出的农业生产效率的作用机制,同时探究数字经济政策对功能定位、地理区位、经济发展水平不同地区影响的差异。结果发现:数字经济政策显著提升农业低碳生产效率,体现出经济效益和生态效益,且这一促进作用在非粮食主产区、西部地区、欠发达地区更为显著;数字经济政策能够通过促进农业技术创新、提升人力资本水平、改善基础设施、拓宽农产品销售渠道来提高农业低碳生产效率。因此,建议中国政府部门要更充分地使用数字经济政策工具,着力促进数字技术在农业领域的推广使用,带动农业提高生产水平并减少碳排放,实现农业绿色低碳发展。

【Abstract】 Under multiple constraints of food security, social security, and production and operation pressures,China’s agriculture must pursue a path that balances low carbon emissions with industrial efficiency. To balance the total production and carbon emission intensity of China’s agricultural development, the effects of policies related to promoting low-carbon agricultural production should be analyzed from an input-output perspective, so as to quantitatively judge the effect of the policies by examining the efficiency of agricultural output after removing carbon emission. To this end, this paper selects the national big data comprehensive experimental zone pilot policy as the quasi-natural experiment object, based on China’s provincial panel data from 2008 to 2022, the differencein-difference method is employed for testing the mechanism of digital economy policy on agricultural production efficiency with undesirable carbon emissions output, meanwhile, the differences in the impact of digital economy policies on functional positioning, geographical location, and economic development level in different regions are further discussed. The results show that digital economic policies have significantly improved agricultural lowcarbon production efficiency, presenting both economic and ecological benefits, and this promotion effect is more significant in non-main producing areas, western regions and underdeveloped areas. The further analysis of the mechanism of action finds that digital economic policies can improve agricultural low-carbon production efficiency by promoting agricultural technological innovation, enhancing human capital, improving infrastructure, and expanding sales channels for agricultural products. Therefore, it is suggested to make fuller use of the tools provided by digital economy policies, with a focus on promoting the application of digital technologies in agriculture. so as to help boost agricultural production levels while reducing carbon emissions, ultimately achieving green and low-carbon agricultural development.
