中国数字产业发展水平与区域科技创新的耦合协调及时空演化趋势

【摘要】 如何进一步强化区域科技创新与数字产业之间的联动、提升两个系统的耦合协调水平以促进加快培育新质生产力、提升中国国际竞争力,目前相关研究尚存较大拓展空间。因此,基于2011—2021年中国30个省份的数据,分别运用熵值法和区位熵方法对各省份创新水平和数字产业发展水平进行测度,在此基础上利用耦合协调模型,分别从整体和地区层面分析30个省份两个系统的耦合协调状态及时空演化特征,并运用Dagum基尼系数分解法考察区域差异及其来源,同时运用莫兰指数测算两个系统耦合协调度的空间集聚特征。结果发现:30个省份的科技创新水平呈现不断增长态势,但省份间科技创新水平的差距不断扩大,而数字产业发展水平呈现先上升后下降的变动趋势,但省份间数字产业集聚水平的差距不断缩小;整体和各省份两个系统的耦合协调度均呈现不断上升的变化趋势,其总体基尼系数呈现出波动下降的趋势但下降幅度较小,即省份间两个系统耦合协调水平差距未得到显著缩小。基于此,提出各省份要结合自身发展特点和资源优势,强化科技创新对于数字产业发展的支撑,优化数字产业的区域布局,深入推进区域数字产业发展和科技创新协同。

【Abstract】 In the era of digital economy, identify the way of improving the innovation level of digital industry and enhancing the linkage between digital industry and regional innovation network is particularly critical. China’s digital industry is developing rapidly, the scale of the core industries within the digital economy, as well as the industrial innovation capacity is steadily expanding, which has become an important engine driving China’s economic growth.In this context, how to further strengthen the linkage between regional scientific and technological innovation and the digital industry, enhance the coupling and coordination level of the two systems to accelerate the cultivation of new productive forces and improve China’s international competitiveness still has significant room for further research and exploration. Based on the panel data of 30 provinces in China from 2011 to 2021, this paper explores the coupling and coordination between the development of the digital industry and regional scientific and technological innovation,along with the underlying mechanisms driving this relationship. First of all, the paper investigates the time evolution trend of China’s digital industry and regional science and technology innovation, and finds that the level of regional science and technology innovation in various provinces in China shows a growing trend, but the development gap of science and technology innovation in various provinces is widening. However, the level of digital industry development across provinces shows a trend of initially rising and then declining, with the gap in the agglomerated development of digital industries among provinces gradually narrowing. On this basis, the coupling coordination degree model is used to measure and analyze the interaction between digital industry development and regional science and technology innovation. It is found that the coupling coordination level of these two systems in most provinces has not reached the coordination state. However, over time, the coupling coordination degree between digital industry development and regional technological innovation is showing an upward trend. Secondly, the paper uses the Dagum Gini coefficient decomposition method to investigate the regional differences and sources of the coupling coordination degree between China’s digital industry development and regional science and technology innovation. It is found that the overall Gini coefficient value of the coupling coordination degree between China’s digital industry development and regional science and technology innovation presents a fluctuating downward trend, but the magnitude of decline is small. That is, the gap in the coupling coordination level between the two systems across regions has not significantly narrowed. Finally, the paper uses the Moran Index to measure the spatial agglomeration characteristics of the coupling coordination degree of digital industry development and regional science and technology innovation. It finds that the coupling coordination degree of digital industry development and regional science and technology innovation in China has significantly positive spatial correlation. That is, the coupling coordination of digital industry development and regional science and technology innovation has spatial agglomeration characteristics, the coupling and coordination development between neighboring provinces influence one another, with the clustering pattern predominantly characterized by high-high and low-low interactions. To this end, it is recommended that each province, based on its unique development characteristics and resource advantages, strengthen the support of technological innovation for digital industry development, optimize the regional layout of the digital industry, and promote the coordinated development of the digital industry and regional technological innovation.
