【摘要】 中国式现代化是开放型经济的现代化，只能在高水平开放中实现。高水平开放适应生产力发展的规律，能够促进经济高质量发展，推动构建新发展格局，维护开放型世界经济，营造推进现代化的良好外部环境。高水平开放包括生产力高水平开放、生产关系高水平开放和国际经济关系高水平开放三个层面的内容，具有较大的国际贸易、国际投资规模，国际贸易投资质量高等典型特征。未来推进高水平开放，需要提升外贸质量，建设国际贸易强国；稳定外商投资，打造国际投资强国；强化特殊经济区制度创新功能，升级开放区域平台；对标国际高标准经贸规则，推进制度协同改革创新；积极参加全球治理体系建设和改革，推动建立以规则为基础、共同发展为导向的新型全球化。更多还原

【Abstract】 Chinese-style modernization is the modernization of an open economy, which can only be achieved through high-level opening up. Such high-level of opening up conforms to the laws of productivity development, promotes high-quality economic development, facilitates the building of a new development pattern, maintains an open global economy, and creates a favorable external environment for modernization. High-level opening up includes three key aspects: high-level opening up of productive forces, high-level opening up of productive relations, and high-level opening up of international economic relations. This approach is typified by a significant scale of international trade and international investment, as well as by the high quality of international trade and investment. Future strategies to enhance high-level opening up should focus on improving the quality of foreign trade to build a strong international trade nation; stabilizing foreign investment to emerge as a global leader in international investment; strengthening the institutional innovative functions of special economic zones and upgrading open regional platforms; adopting high-standard international economic and trade regulations to foster coordinated institutional reform and innovation; and actively participating in the development and reform of the global governance system to foster a new form of globalization that is rules-based and oriented toward collective development.更多还原
