【摘要】 抗战后期，在大后方的报刊上，关于战后国际经济合作、利用外资的文章骤然增多，掀起一场舆论热潮。对利用外资的高度关注，既有跻身于四大强国、战后实现工业化的刺激，也是孙中山在一战后倡导国际经济合作的延续。透过这场舆论热潮及其与相关政策的关联性评判，可以洞察近代中国利用外资过程中观念、制度、实践之间特殊关系的重要面相。在这场讨论中，中国各界普遍存在对美国资本的期待，但由于民族主义的影响，对美国资本又保持一定的警惕性。美国方面基于自身利益考量，同时对中国建立自由经济制度失去信心，其回应相当消极。尽管利用外资被国民政府视为战后重建的基本经济政策之一，但由于整体经济和政治环境的限制，具体的政策设计难以实施和推进。这一时期，对美国资本的急切期待逐渐被虚化，成为纸上谈兵。更多还原

【Abstract】 In the late period of the War of Resistance, the articles on international economic cooperation and the utilization of foreign capital after the War on journals and newspapers in the rear areas suddenly increased, setting off a public opinion upsurge. The high attention to the utilization of foreign capital was not only the stimulation of China rising among the four great powers and realizing industrialization after the War, but also the continuation of Sun Yat-sen’s advocacy of international economic cooperation after the First World War. Through this public opinion upsurge and its correlation with relevant policies, we can gain insight into important aspects of the special relationship between ideas, systems and practices in the process of utilizing foreign investment in modern China. In this discussion, there was a widespread expectation of American capital in all Chinese circles, but due to the influence of nationalism, they maintained certain vigilance against American capital. Considering its own interests, also because it lost confidence in the establishment of a free economic system in China, the America’s response was very negative. Although the use of foreign capital was regarded by the Nationalist government as one of the basic economic policies for Post-War reconstruction, it was difficult to implement the specific policy design and actual promotion due to the restrictions of the overall economic and political environment.
