“双碳”背景下建设用地树木生态价值损失补偿机制初探

【摘要】 2022年1月10日,广州市林业和园林局印发了《广州市城市树木保护管理规定(试行)》,指导建设项目做好树木保护工作,切实提高科学绿化管理水平、提高树木保护意识。从2022年7月起,广东省、市政府先后通过了相关条例修订案,分别就建设用地树木砍伐、迁移后的损失补偿进行了明确规定。但在具体实践中,建设用地树木保护涉及的生态价值损失补偿评价存在若干问题及不足。本研究参考林业碳汇计算思路选取碳汇量作为核心指标,可结合其它要素综合评价树木生态价值,探索性地提出了一种建设用地树木生态价值计算方法以及探讨了相关补偿机制与措施,为建设过程中树木生态价值损失评价提供了一种量化依据,并为建设用地树木生态价值损失补偿机制的建设与完善提供了参考。

【Abstract】 On January 10, 2022, the Guangzhou Forestry and Landscape Bureau issued the "Guangzhou Urban Tree Protection and Management Regulations(Trial)", guiding construction projects to do a good job in tree protection, effectively improving the level of scientific greening management, and enhancing tree protection awareness. Starting from July 2022, the Guangdong provincial and municipal governments have successively passed relevant regulatory amendments, which clearly stipulate the compensation for losses caused by the felling and relocation of trees on construction land. However, in practical applications, there are several problems and deficiencies in the evaluation of ecological value loss compensation involved in the protection of trees on construction land. This study refers to the calculation approach of forestry carbon sinks and selects carbon sequestration as the core indicator, which can be combined with other factors to comprehensively measure the ecological value of trees. An exploratory method for calculating the ecological value of trees on construction land is proposed, and relevant compensation mechanisms and measures are discussed. This provides a quantitative basis for evaluating the ecological value loss of trees during the construction process, and provides reference for the construction and improvement of the compensation mechanism for the ecological value loss of trees on construction land.
