英国吸引国际学生政策40年变迁:历程、成效与挑战

【摘要】 吸引国际学生一直是英国高等教育国际化政策的重要内容。在1980—2000年的市场导向阶段,英国政府削减高等教育经费,鼓励大学走市场化竞争道路,在向国际学生收取高额学费的同时提升留学服务水平,扩张留学服务贸易版图。在2001—2010年的品牌导向阶段,英国政府除了继续鼓励大学走市场化的竞争道路,还通过提升高等教育教学质量和加强宣传营销等综合策略打造国家教育品牌。在2011年以来的国际化战略导向阶段,英国政府通过深度参与全球留学市场、统筹地缘政治战略与留学市场的整体布局、将国际学生转化为服务大国竞争战略的人才资源等举措,服务后“脱欧”时代“全球英国”战略的需要。英国四十年来的吸引国际学生政策,巩固了英国在全球留学市场中的领先地位,带来可观的经济效益,充分发挥国际学生群体作为英国科技人才资源的战略价值。但英国也面临着留学生教育品质有待进一步提升、留学市场被分割以及“脱欧”后与欧盟国家之间学生流动受阻的挑战。

【Abstract】 Attracting international students has always been an important aspect of the internationalization policy of higher education in the UK. During the market-driven phase from 1980 to 2000, the UK government cut funding for higher education,encouraged universities to engage in market competition, charged high tuition fees to international students while improving the level of services provided to them, and expanded the scope of international education services. During the brand-oriented phase from 2001to 2010, the UK government continued to encourage universities to engage in market competition and build the national education brand through strategies such as improving the quality of higher education and strengthening marketing campaigns. In the internationalization strategy-oriented phase since 2011, the UK government has been serving the needs of the “Global Britain”strategy in the post-Brexit era by deeply participating in the global international student market, integrating geopolitical strategy with the overall layout of the international student market, and transforming international students into human resources to serve the competitive strategy of great powers. Over the past 40 years, the development and implementation of the UK international student policy have consolidated the country’s leading position in the global international student market, brought considerable economic benefits, and fully demonstrated the strategic value of international students group as the British scientific and technological talent resource. However, the UK also faces challenges such as the need to improve the quality of international student education,the division of the international student market, and the restrictions on the student mobility between the EU countries after Brexit.
