【摘要】 新一代信息技术的加速应用推进了高等教育系统的智能化变革，逐步构建了全新的高等教育治理范式与行动纲领。面对中国高等教育现代化转型的新征程，厘清高等教育数字化变革的现实面向、把握数字技术赋能高等教育现代化转型的内生困境、构建变革过程中的行动策略，对于加快推进高等教育现代化、建设教育强国意义重大。高等教育数字化转型包括治理理念、组织形态、流程模式等全方位、深层次的转变。数字技术赋能高等教育现代化转型的同时，也引发了工具理性与价值理性的博弈冲突、“信息孤岛”“数字鸿沟”等数据割裂现状、多元主体参与不足及数字治理效能低下等问题。为进一步推动并实现高等教育数字化转型，未来应当强化人文关怀，平衡价值理性与工具理性；打破数据壁垒，优化技术资源共享机制；拓展多元主体参与渠道，激发数字化治理效能。更多还原

【Abstract】 The accelerated application of new-generation information technology has promoted the intelligent transformation of the higher education system, gradually establishing a new paradigm and action plan for higher education governance. Facing the new journey of modernization transformation in Chinese higher education, it is crucial to clarify the practical aspects of digital transformation in higher education, grasp the internal challenges of digital technology empowering modernization transformation in higher education, and formulate action strategies during the transformation process, which is of great significance for accelerating the modernization of higher education and building a strong nation in education. From a practical perspective, the digital transformation of higher education has achieved comprehensive and profound changes in governance concepts, organizational forms, and process models. While digital technology empowers the modernization transformation of higher education, it has also led to conflicts between instrumental rationality and value rationality, and raised issues such as data fragmentation represented by "information islands" and "digital divides", insufficient participation of diverse stakeholders, and low efficiency in digital governance. To further promote and achieve the digital transformation of higher education, future efforts should emphasize humanistic care, balance value rationality and instrumental rationality; break down data barriers, optimize the sharing mechanism of technological resources; continuously expand channels for the participation of diverse stakeholders, and stimulate the efficiency of digital governance.更多还原
