芬兰职业教育质量保障机制经验及启示

【摘要】 改革开放以来,我国高等职业教育取得了飞速的发展,其规模已占据我国高等教育事业的半壁江山,对我国经济发展、产业升级换代迫切需要的高素质技能型人才的培养具有重要影响,然而经费短缺、师资力量薄弱、生源质量下降等一系列制约因素成为影响职业教育质量提升的因素,因此质量管理已然成为职业教育在推进过程中的关键环节。在芬兰职业教育质量管理方面,它的制度及其包含的观点都对芬兰有着非常关键的指引作用,尤其是它的职业教育问题,关系到它在质量管理的体系方面能够更好地发展。芬兰职业教育质量管理体系基本上涵盖了法律法规机制、国家核心课程、绩效本位拨款机制、职业教育质量外部审核机制。上述体系对于中国在职业教育方面有着一定的借鉴意义。

【Abstract】 Since the reform and opening up, China’s higher vocational education has achieved rapid development. Its scale has accounted for half of China’s higher education, and has an important impact on the cultivation of high-quality skilled talents urgently needed for China’s economic development and industrial upgrading. However, a series of restrictive factors, such as the shortage of funds, the weakness of teachers and the decline in the quality of students, have become factors affecting the improvement of education quality. Therefore, quality management has become a key link in the process of promoting vocational education. In terms of the quality management of vocational education in Finland, its system and the views contained therein play a key guiding role for Finland, especially for its vocational education, which is related to its better development in the quality management system. As for vocational education in Finland, its quality management system basically covers laws and regulations, national core courses, performance-based funding, as well as external audit and other mechanisms. The above-mentioned system provides references for vocational education in China.
