【摘要】 加快推进城市更新，是城市建设进入新阶段的必然选择，是践行人民城市理念的内在要求，是提升城市核心功能的重要支撑。在上海人民城市理念提出五周年之际，通过文献回顾和案例分析，系统梳理国外城市更新发展历程，总结国外城市更新经历从形体主义、功能主义到人本主义的转变。通过比较分析，归纳政府主导、市场主导和公共—私营合作三种城市更新类型及其特征。上海城市更新应借鉴国外经验，并结合自身特点，采取政府主导和市场手段相结合的方式，具体建议为：一是以政府为主导，重视规划引领、制度保障；二是以市场为手段，重视发挥专业机构作用，充分利用人工智能技术带来的机遇，全面建设更有温度的高品质宜居之城。更多还原

【Abstract】 Accelerating the urban renewal is an inevitable choice as urban development enters a new phase. It is also an intrinsic requirement for implementing the “People’s City” philosophy, and an important support for enhancing the core functions of a city. As this year marks the fifth anniversary of the “People’s City” initiative in Shanghai, it systematically reviews the development of urban renewal in international contexts based on the principle of “drawing from foreign achievements”. It is found that the international urban renewal research has evolved from a focus on physical infrastructure to functionality, and then to human-centered approaches. Regarding the key players in urban renewal, three types of renewal models have emerged: the government-led model, the market-driven model, and the public-private partnership model. Based on these insights, it is suggested that Shanghai’s urban renewal should be led by the government and take market as a means of urban renewal, and puts forward two key strategies for Shanghai’s urban renewal. First, the government should play a leading role and pay close attention to planning as guidance and institutional support. Second, the market should be utilized as a tool, leveraging the expertise of professional enterprises and the opportunities brought by artificial intelligence, such as data-driven city planning and smart infrastructure, so as to build a more human-centered and livable city.更多还原
