【摘要】 银发顾问政策与服务是积极应对人口老龄化国家战略在社区层面的重要体现。以南京市江北新区银发顾问实践为例，借助深度访谈法，深入探讨了银发顾问的介入路径与发展机制。指出银发顾问目前尚存服务人员流动性强、区域协调不足、发展支持缺乏等问题，这些问题主要因银发顾问职业化程度不高、养老服务资源未能有效整合、财政支持力度不够以及银发顾问本身职能定位有偏差导致的。针对这些问题，本文提出了如下优化路径：一是完善银发顾问政策体系与行业规范，二是加强银发顾问人才队伍建设，三是探索有效的人员激励和财政补贴机制，四是加快银发顾问服务信息平台的转型与优化，五是促进银发顾问和社区老年人形成良性互动。作为全国银发顾问发展的先进地区，南京市江北新区银发顾问的实践与探索无疑为全国积极应对人口老龄化、推动中国式养老服务高质量发展贡献了重要的地方智慧与经验。更多还原

【Abstract】 The policy and service system of elderly care consultants constitute a vital dimension of the national strategy to actively cope with population aging, especially at the micro-community level. Through in-depth interviews, this study takes the practice of elderly care consultants in Jiangbei New Area of Nanjing as a case to explore their intervention pathways and development mechanisms. The current challenges faced by silver consultants include high turnover rates, insufficient regional coordination, and a lack of developmental support.These issues mainly arise from the low level of professionalization among silver consultants, the ineffective integration of elderly care resources, insufficient financial support, and a misalignment in the functional positioning of silver consultants. To address these issues, the paper puts forward several recommendations:(1)enhancing the policy framework and industry standards for elderly care consultants,(2) bostering the cultivation of a high-level talent pool for elderly care consultants,(3) probing into effective staff incentives and financial subsidy schemes,(4) upgrading the digital platform for elderly care consultants,(5) promoting favorable interaction between elderly care consultants and the elderly community. As a leading area in the development of the elderly care consultant policy across the country, the practices and innovations in Jiangbei New Area provide valuable local experience and insights for addressing population aging and advancing high-quality elderly care services throughout China.更多还原
