【摘要】 在共同富裕的大背景下，互助养老依托第三次分配机制，具有资源整合度高、运行成本低、嵌入性强等特征，在农村社区具有较大的发展空间与前景，得到学界与政府重视与推广，但还存在不易解决特殊困难老人的社区居家养老等问题。因此，农村养老问题还需要政府发挥基本保障职能，强化第二次分配力度，为特殊困难老人提供兜底养老保障，同时助力老年协会规范化建设，让其成为互助养老服务的主体，让农村社区互助养老基本服务惠及每位老人。更多还原

【Abstract】 Against the current backdrop of common prosperity, mutual support for the elderly,which relies on the third distribution mechanism,is characterized by a high degree of resource integration, low operating costs,and strong embeddedness. It has great development space and prospect in rural communities,and it has been valued and promoted by academia and the government. However,it is still hard to solve the problem of community home-based elderly care for the elderly with special difficulties. Therefore,the issue of rural elderly care still requires the government to offer basic guarantees,strengthen the second allocation efforts,provide basic elderly care security for the elderly with special difficulties,and assist in the standardized construction of elderly associations,making them the main body of the services of mutual support for the elderly,so that the basic services of mutual support for the elderly in rural communities can benefit every elderly person.更多还原
