【摘要】 新时代以来，面对内外环境的根本性全局性转变，党和国家始终准确识变、科学应变，实施积极稳健的安全政策。梳理我国国家安全理念的发展演变逻辑，从“发展与稳定”到“发展与安全”，发展是解决一切问题的关键和基础，“稳定”到“安全”则是关键变量。国家安全理念首先要以不同时期的安全需要为条件，随着面临的总体性环境日渐复杂严峻，风险挑战日益加剧，国家安全理念日益从偏重“稳定”的单一安全理念逐步向系统性融合“稳定与安全”的总体国家安全观的结构演变。深刻理解和把握从稳定到安全的总体国家安全观的探索历程、内在逻辑与实施路径，有利于进一步贯彻落实总体国家安全观，以新安全格局保障新发展格局。更多还原
