探索城市生态及生态红线智能化监测监管体系建设——以深圳市为例
Exploring the construction of urban ecology and ecological red line intelligent monitoring and supervision system——Taking Shenzhen as an example
【摘要】 为了提升生态文明建设水平,推进生态保护红线的监测监管和城市生态保护的先行示范。以生态保护红线区域为重点,辐射深圳市全域,开展生态系统结构监测监管体系、生态资源状况监管体系、生物多样性观测体系、生态系统功能观测体系、人居环境适宜性监测5大体系建设,综合运用“空天地一体化”的无人机、遥感、人工智能、云计算、物联网、移动互联、大数据等智能化生态监测方式。基本实现环境品质、污染来源、生态情况监测监管等方面的全覆盖,信息互相交流、数据共享的生态环境;促进监测与监管有效联动,建成生态要素统筹、标准规范一致、责任边界清晰以及各方协作互通的城市生态环境。此外,生态环境预报预警、信息技术以及生态保障水平得到了显著的提高,使城市生态环境监测监管能力与生态文明建设要求相适应,实现对城市生态及生态保护红线的全天候、大范围实时动态监控。
【Abstract】 In order to improve the level of ecological civilization construction, we will promote the monitoring and supervision of ecological protection red lines and advance demonstrations of urban ecological protection.Focusing on the red line area of ecological protection and radiating to the whole area of Shenzhen, the construction of five major systems, including ecosystem structure monitoring and supervision system, ecological resource status monitoring system, biodiversity observation system, ecosystem function observation system, and human settlements suitability monitoring system, has been carried out.Comprehensive use of “air and earth integration” of unmanned aerial vehicles, remote sensing, artificial intelligence, cloud computing, Internet of things, mobile Internet, big data and other intelligent ecological monitoring methods.Basic realization, full coverage of environmental quality, pollution sources, ecological monitoring and supervision, information exchange, data sharing of the ecological environment; Promote effective interaction between monitoring and supervision, and build an urban ecological environment with integrated ecological elements, consistent standards and norms, clear responsibility boundaries, and coordination among all parties.In addition, the level of ecological environment forecasting and early warning, information technology and ecological protection has been significantly improved, so that the urban ecological environment monitoring and supervision capacity is compatible with the requirements of ecological civilization construction, and the urban ecology and ecological protection red line can be monitored all-weather and large-scale real-time dynamic monitoring.
