数智技术赋能城市社区政民互动的技术路径与优化策略——以元宇宙技术为例
Technical Path and Optimization Strategies of Government-Citizen Interaction in Urban Community Empowered by Digital Intelligence Technology: Taking Metaverse Technology as an Example
【摘要】 城市社区作为政治空间、经济空间和文化空间多维叠加的载体以及创造价值和实现价值转化的现实场域,日益呈现出“多元融合、多维升级、多向赋能”的发展格局。当前,我国城市社区治理的政民互动长期徘徊于“表象回应”与“智慧回应”之间,呈现出互动内容流于表面、数字治理悬浮以及政民互信生态缺失等特征。数智技术赋能是破解政民互动表象化可供借鉴的技术进路,包含“对数据治理”“数据嵌入组织过程”以及“用数据治理”三种技术路线。元宇宙技术赋能集中体现为“用数据治理”的推进策略,是算法赋能与算法规制的集合。元宇宙依托映射类技术、接入类技术以及构建类技术,通过价值再造、权利重构与空间叠加的数据治理路径助推城市社区政民互动从“表象互动”逐步跃迁至“价值共创”。
【Abstract】 As the carrier of multi-dimensional superposition of political space, economic space and cultural space, as well as the real field of value creation and value transformation, urban community is increasingly showing a development pattern of “multi-integration, multi-dimensional upgrading and multi-directional empowerment”. At present, the government-citizen interaction in urban community governance in China has been hovering between “apparent response” and “smart response” for a long time, showing the characteristics of superficial interaction content, digital governance suspension and the lack of mutual trust between the government and the citizens. Digital intelligence technology empowerment is a technical approach to solve the superficiality of the interaction between the government and the citizens, which includes three technical routes: “governance of data”, “the process of data embedding in organization” and “governance with data”. The metaverse technology empowerment is embodied in the promotion strategy of “governance with data”, which is a collection of algorithm empowerment and algorithm regulation. Relying on mapping technology, access technology and construction technology, the metaverse promotes the government-citizen interaction in urban community from “superficial interaction” to “value co-creation” with the data governance in the dimensions of value reconstruction, rights reconstruction and spatial superposition.
