加快建设教育强国的语境分析与战略推进

【摘要】 新形势下,加快建设教育强国,要明确当前教育发展的战略语境,找准教育发展的现实起点,回应教育发展的主要矛盾,在战略上主动、在效果上现实地服务全面建设社会主义现代化国家的目标指向。要从多端多维加快建设教育强国,建设教育事业强国、教育服务强国、教育投入强国、教育治理强国、教育学术强国、教育生态强国。要明确加快建设教育强国的推进逻辑,坚持建设教育强国“双优先”的战略定位,同步提高教育投入水平与办学效率,高度重视教育的溢出效应与办学主体的激励相容,科学布局各级教育发展主导任务的价值位序,充分释放人人成才教育与英才教育的发展红利。

【Abstract】 For the accelerated construction of a leading country in education in the new situation, it is necessary to clarify the strategic context of the current development of education, find a realistic starting point of education development, respond to the main contradictions in educational development, actively and effectively serve the overall construction of a socialist modernized country strategically. It is needed to accelerate the construction of an education power from multiple perspectives, including leading country in education, education services, education investment, education governance, education academia, and education ecology. It is needed to clearly explore the promotion logic of an education power, such as adhering to the “dual priority” strategic position of in the construction of the leading country in education,and improving the supply capacity of education resources and the efficiency of running schools in both directions, handling the relationship between of educational benefit spillover and responsibility incentive compatibility, prioritizing the dominant task of education development at all levels from a value perspective,fully releasing the dividends of the development of education for everyone becoming useful human resource and talent education.
