【摘要】 区域贸易协定数字贸易规则对双边贸易增加值的影响是当前国际贸易领域的重点议题之一。本文基于联合国贸易和发展会议电子商务和数据贸易协议条款及亚洲开发银行多区域投入产出表,测算区域贸易协定数字贸易规则和数字视角下的双边贸易增加值,考察区域贸易协定数字贸易规则对双边贸易增加值的影响机制、异质性作用和分解效应。研究结果表明:区域贸易协定数字贸易规则有助于提升双边贸易增加值,对融合增加值的正向效应优于单一增加值,主要通过成本节约效应、贸易便利效应和技术进步效应三个机制发挥作用;数字贸易规则对双边贸易增加值的促进作用在“发展中—发展中”经济体中表现最优,七项子条款均是促进效应,在农业产品和食品、商业服务、制成品、燃料和采矿产品四个行业呈正向效果;而双边分解结果显示,被直接进口国吸收的中间出口和被进口国生产返回国内并被吸收的中间出口国内增加值受到更大程度的促进作用。因此,本研究结论可为制定贸易政策提供参考和依据,从而促进国际贸易的平衡和可持续发展。更多还原

【Abstract】 The impact of digital trade rules on the value added in bilateral trade is one of the key issues in the field of international trade. This paper measures digital trade rules in regional trade agreements(RTAs) and the value added in bilateral trade from a digital perspective, based on the Trade Agreements Provisions on Electronic Commerce and Data(TAPED) and Asian Development Bank Multi-Regional Input-Output Tables(ADB-MRIOTs) databases. We examine the effects, mechanisms, heterogeneous impacts, and decomposition of these rules on the value added in bilateral trade. The results show that digital trade rules in RTAs promote the development of the value added in bilateral trade, with a stronger effect on integrated value added compared to singular value added. This is primarily achieved through three mechanisms: the cost-saving effect, trade facilitation effect, and technological progress effect. Digital trade rules in RTAs perform best among “developingdeveloping” economies, with all seven sub-clauses exhibiting positive effects. A positive effect is observed in four industries: agricultural products and food, commercial services, manufactured goods and fuels and mining products. Bilateral decomposition results indicate that domestic value added in intermediate exports used by direct importers and returned domestic value added in final goods imports from direct importers are more significantly promoted. Therefore, studying the relationship between digital trade rules and the value added in bilateral trade provides references and bases for the formulation of trade policies, thereby fostering balanced and sustainable international trade development.更多还原
