【摘要】 新时代背景下,数字经济成为双循环新发展格局的新动能。本文通过构建纳入要素国民属性的嵌入式全球投入产出表(MRIOT-ICIO),拓展了区域增加值分解方法,测算了2005—2016年中国30个省(自治区、直辖市)17个行业的双循环,系统考察了数字经济发展对国内、国际循环的影响及作用路径。研究发现:数字经济通过促进消费升级和产业结构优化升级赋能国内循环,通过成本节约效应和质量提升效应赋能国际循环;数字经济对国内、国际循环的赋能作用在市场一体化程度和初始数字化水平不同的省份间以及不同行业间存在显著差异;数字创新环境、数字产业化和产业数字化均对双循环产生了积极影响,但数字基础设施的赋能作用不明显;数字经济显著推动了“以内循环促进外循环”经济结构的形成。本文为双循环新发展格局的构建提供了重要参考。更多还原

【Abstract】 In the new era, the digital economy has emerged as a new driver for the construction of the new dual circulation development pattern. This paper constructs an embedded global input-output table including the factor’s national attributes( MRIOT-ICIO), extends the regional value-added decomposition method to measure the dual circulation of 17 industries in 30 provinces(autonomous regions, municipalities) of China from 2005 to 2016, and systematically examines the impact of the development of the digital economy on domestic and international circulation and its paths. Findings are as follows:digital economy empowers domestic circulation by promoting consumption upgrading and industrial structure optimization and upgrading, and empowers international circulation by its cost-saving and quality-enhancing effects. The empowering effect of the digital economy on domestic and international circulation varies significantly among provinces with different extents of market integration and initial digitization levels, as well as varying industries.The digital innovation environment, digital industrialization and industrial digitization all have a positive impact on dual circulation, but the empowering effect of the digital infrastructure is not obvious. Digital economy significantly propels the formation of the economic structure of “internal circulation promoting external circulation”. This paper provides important references for the construction of the new dual circulation development pattern.更多还原
