【摘要】 为明确现代化城市治理体系下“平急两用”公共基础设施的建设逻辑与实施路径，按照以问题为导向的思维模式，分析我国“平急两用”公共基础设施建设现状及存在问题，根据设施常态化与非常态化的动态衔接需求，对“平急两用”公共基础设施建设规划路径进行探索，提出“平急两用”公共基础设施建设规划的总体思路与整体框架，并从法律法规、政策制度和技术标准等方面提出具体优化建议，为“平急两用”公共基础设施“建多少、在哪建、怎么建、用什么地、如何配套、如何管理”提供参考路径，以期为我国“平急两用”公共基础设施的建设提供理论支持。更多还原

【Abstract】 To clarify the construction logic and implementation path of public infrastructure for "dual use at both peace and emergency times" in the system of modern urban governance,the status quo and existing problems of public infrastructure are studied with a problem-oriented concept,and a planning path is explored based on the dynamic transition between peace and emergency needs.The overall concept and framework of "dual use at both peace and emergency times" public infrastructure construction planning are put forward,along with improvement suggestions in laws and regulations,policy and institution,and technical standards.It provides a reference for the scale,location,approach,land use,configuration,and management of "dual use at both peace and emergency times" public infrastructure construction both in theory and practice.更多还原
