【摘要】 与规划许可相关的管控制度是高品质存量发展时期用地功能混合使用管控机制的核心关键，为了系统判断当前此类管控制度改革措施的优劣，需要秉持历程演进的视角予以审视。在明确与规划许可相关的用地功能混合使用管控制度体系的基础上，以南京为例，解析管控制度的阶段划分及各阶段特征，研判管控制度的演变趋势及现状问题，据此明确管控弹性、管控目标以及管控特殊性的管控优化方向，并结合国土空间规划体系和城市体检评估工作，提出依托详细规划单元的“图则+规则”动态管控方法，以期为南京管控制度的优化提供借鉴。更多还原

【Abstract】 The governance policy related to planning permission is the core of mixed land use governance in the era of high quality urban regeneration.A historical perspective is needed to systematically examine the advantages and disadvantages of the reform measures in the policy evolution.Based on an analysis of the system of mixed land use governance policies related to planning permission,Nanjing is taken as an example to study the stage divisions,periodical characters,evolution trends,and current problems of the governance policies,and the improvement in the elasticity,targets,and particularity of governance is clarified.combined with the territorial spatial planning system and urban physical examination evaluation,a dynamic governance approach of "statutory charts+regulations" based on detailed planning units is proposed for the improvement of governance policy in Nanjing.更多还原
