【摘要】 维修工程质量缺乏保障、维修资金使用效率低下是当前绝大多数城市在维修资金使用和管理中面临的难题之一。基于国内主要试点城市实践资料分析发现，购买住宅维修商业保险可以减少住房维修过程中的委托代理层级、缩短委托代理链条，还可以避免多委托人搭便车行为导致的“公地悲剧”，产生规模效应，弥补工程规模太小的不足，这为较好地解决维修资金使用低效率问题提供了思路。对南京市主城六区的相关数据计算分析发现，每年的维修支出和维修资金的增值收益都足够购买维修商业保险。这说明将维修资金及其增值收益作为住宅维修商业保险的保费来源，切实可行且稳定可持续。因此，应当利用维修资金购买居民住宅维修商业保险以确保维修工程质量，提高维修资金使用效率。更多还原

【Abstract】 Low efficiency in the use of maintenance funds is one of the challenges faced by the vast majority of cities in the management of maintenance funds. Based on the analysis of practical data from major pilot cities in China, it has been found that residential maintenance commercial insurance can reduce the level of agency and shorten the agency chain in the process of housing maintenance. It can also avoid the tragedy of public land caused by the free riding behavior of multiple clients, generate economies of scale, and reduce the disadvantage of too small project scale. It is a good approach to solve the problem of low efficiency in the use of maintenance funds. Further analysis based on relevant data from Nanjing city reveals that the annual maintenance expenditure and value-added income from maintenance funds are sufficient to purchase maintenance commercial insurance. This indicates that using maintenance funds and their value-added income as a source of premium for residential maintenance commercial insurance is feasible, stable, and sustainable.Therefore, maintenance funds should be used to purchase residential maintenance commercial insurance to ensure the quality of maintenance projects and improve the efficiency of maintenance fund utilization.更多还原
